What is a Transportation Master Plan?
A Transportation Master Plan (TMP) is a detailed, long-term planning document that provides details on how the City will enhance, manage, and invest in a Barrie's transportation infrastructure. These plans are essential for shaping how people and goods move within a community.

Strategic Framework: A TMP outlines the vision, goals, and priorities for a city’s transportation system. It considers different ways people move around city, including walking, cycling, driving, and public transit.
Long-Term Perspective: TMPs typically cover 20 to 25 years. They consider projected population growth, land use changes, and evolving transportation needs.
Multi-Modal Approach: TMPs promote a multi-modal approach, emphasizing a mix of transportation options. This includes improving roads, sidewalks, bike lanes, and public transit networks.
Community Livability: TMPs enhance community livability by ensuring safe, efficient, and sustainable transportation options. They address congestion, safety, environmental impacts, and accessibility.

Study Need and Purpose
The City is undertaking a fulsome review and update of the previous 2019 TMP. The goal is to update the TMP policies, decision-making approaches, and implementation plan to reflect a changing policy landscape, including but not limited to, strategic directions of the City’s new Official Plan, term of Council Priorities, and emerging directions, best practices, and industry trends.
This update of the TMP will address growth to 2051 to align with provincial plans to grow Barrie as a regional urban centre with a forecasted population of 298,000 and employment of 150,000 by 2051. The TMP will recommend improvement plans for active transportation, transit, trails, and roads as well as a suite of complementary policies to support an overall transportation network plan.

Attend the Public Information Centre (PIC) Meetings. These meetings will provide information and gather public input. Three PICs are planned for this project. The first PIC Meeting took place on November 14, 2024 from 5 to 7:30 p.m. at the Peggy Hill Team Community Centre (171 Mapleton Ave., Barrie). You can view the meeting presentation and display boards under the "Documents, Videos, and Presentations" section on the right-hand side of this page.
The online comment form was open until December 14, 2024 to share feedback on the Preliminary Vision Statement, Guiding Principles, the existing transportation network, and your future travel needs.

Formal Project Comments & Mailing List Registration
Please use the feedback form to provide formal project comments. This form also allows you to register for project updates, news and advance notice of project events. If you complete a survey, you will automatically be added to the project mailing list.
Transportation Master Plan has finished this stage
The project team will be completing a jurisdictional scan of comparator and aspirational municipalities to align the TMP with current industry best practices and establishing an understanding of strategies other municipalities have taken to address issues and goals that also relate to Barrie. This project phase will include the development of a series of technical papers that will support subsequent phases of the project.
Phase 1B: Vision
Transportation Master Plan has finished this stage
The project team will take the information gathered in Phase 1A and develop a Vision Statement for the community to respond to and edit. The Vision Statement will support the development of goals, objectives and policies developed as part of this project.
Public Information Centre No. 1
Transportation Master Plan has finished this stage
This meeting will present work completed in Phase 1A and Phase 1B. Public feedback will be considered in the refinement of work to date and the development of alternative planning solutions in Phase 2A.
Transportation Master Plan is currently at this stage
The project team will develop a suite of network improvement alternatives for the community to respond to. These improvements may also be policy or service related.
Public Information Centre No. 2

This meeting will present the network alternatives developed seeking feedback on the alternatives generated and considerations on development of the preferred network alternative. This meeting will be held in-person and include online content for those who cannot attend.
Phase 2B: Preferred Network Alternative and Actions

The project team will present the preliminary preferred network alternative and proposed implementation plan.

The project team will present the preliminary preferred network alternative to the public. Public feedback will be considered and guide refinements of the preliminary preferred alternative if necessary. This feedback will help establish the final preferred network alternative.
Notice of Master Plan

Once the TMP is completed, a 30-day review period will be initiated. The TMP will be reviewed and revised taking into consideration the commends that are received from the public during this period.
Council Approval
