The City of Barrie is updating the 2019 Wastewater Treatment Master Plan and the Wastewater Collection Master Plan to accommodate the planned growth of 298,000 people and 150,000 jobs to 2051, in accordance with the 2019 provincial Growth Plan for the Greater Golden Horseshoe.

Building on to the works completed as part of the 2019 master plans, the updated Wastewater Master Plan (WwMP) will address wastewater collection and treatment requirements in one document. The WwMP 2051 will:

  • Assess the existing wastewater system to identify capacity constraints and opportunities for improvement;
  • Ensure wastewater services meet the current and future community needs by providing long-term and integrated wastewater servicing strategies to 2051 and beyond; and
  • Recommend future infrastructure projects that will provide the required wastewater service.

    Since the project began, the Wastewater Master Plan team has prepared several discussion papers on sustainable wastewater planning, climate change mitigation and resiliency, greenhouse gas reduction, and risk management. Background reviews are complete, with key findings noting natural heritage features, source water protection areas, and properties of Cultural Heritage Value or Interest, as well as archaeological sites that will require further study during detailed design.

    Updated design criteria now account for climate-driven extreme rainfall, with higher inflow and infiltration (I&I) allowances included in the hydraulic modelling to identify potential capacity constraints.

    As part of Phase 2 of the Municipal Class Environmental Assessment process, the project team is currently evaluating shortlisted strategies including pipe upgrades, storage tanks, flow diversions, and I&I reduction measures. Each option is being assessed using technical, environmental, financial, legal, and community-based factors to help identify a preliminary preferred strategy.

    The next milestone will be a Public Information Centre (PIC), planned for late 2025 to early 2026. At the PIC, community members will have the opportunity to learn more about study progress, review the preliminary preferred solution, and share their input.
