The City of Barrie is creating a new Zoning By-law, which is designed to implement the vision and policies of Barrie’s new Official Plan. The new By-law has been in development for over two years, and includes extensive public engagement and consultation. This consultation included public meetings (in-person and virtual options) and open house events, a city-wide mail piece, pop-up events, extensive communication via the City's website and social media channels, and various advertisements placed to ensure all residents were informed as much as possible

Update on previous engagement on Draft 3:

At the November 14, 2024 public meeting, the City's Development Services staff presented information about the draft Zoning By-law. If you were unable to attend, the meeting was recorded and can be viewed on the City's YouTube channel. No decisions were made at this meeting; staff and Council listened to all comments received.

Update as of April 2025: Results from consultation on Draft 3 of the proposed Comprehensive Zoning By-law

Staff presented a Memo to Council on April 16, 2025 providing an update on the progress of the new Comprehensive Zoning By-law and sharing feedback received during the statutory public consultation process following the release of Draft 3.

Following the release of Draft 3 of the proposed Comprehensive Zoning By-law in September 2024, over 120 comments were submitted via letters and emails from public agencies, community members, land developers, and professionals such as urban planners and architects. A summary of the consolidated feedback is organized by section, and zone standard, as it appears in Draft 3.

As a response to feedback received, there were several major revisions made to the By-law standards and structure of the document. Highlights of the revisions can be found in the April 16 Memo.

About the proposed draft Zoning By-law

With the approval of Barrie's Official Plan, the next draft of the Zoning By-law was developed, including an updated mapping tool to assist residents in locating the proposed zoning of their property.

Next steps:

City staff will be revising Draft 3 of the new Zoning By-law to incorporate the feedback as detailed above, and will produce a final draft for consideration in 2025. Next steps will include a presentation detailing changes made to the drafted Zoning By-law to Affordability Committee, and a staff report to present the final draft to General Committee (date to be determined).
