The Community Safety and Well-Being Committee (CSWB) is developing a Community Safety and Well-Being Plan for the City of Barrie. The purpose of the plan is for the City and our community partners to refocus existing efforts in a more strategic and impactful way to enhance collaboration, information sharing and performance measurement.

The CSWB Plan will focus on the following four (4) areas:

Social Development: Promoting and maintaining community safety and well-being
Address the underlying causes of social issues through comprehensive approaches that promote and maintain individual and community wellness. This includes opportunities for employment, income, adequate housing, access to education and other supports that promote social and economic inclusion. The goal is to ensure that individuals, families and communities are safe, healthy and educated and have housing, employment and social networks they can rely on.

Prevention: Proactively reducing identified risks
Apply proactive strategies to known and identified risks that are likely to result in harm to individuals or communities if no action is taken. An example is Kenora who identified a priority risk in their community and implemented “Stop Now and Plan” – teaching children and parents emotional regulation, self control and problem solving – partners including health agencies, school boards and police.
Risk Intervention: Diminishing situations of elevated risk
Addressing situations where there is an elevated risk of harm – stopping something bad from happening right before it is about to happen. Risk Intervention is intended to be immediate and prevent an incident from whether it is a crime, victimization or harm from occurring while reducing the need for extensive reliance on incident response.
Incident Response: Maintaining effective response time
Includes immediate reactionary responses that may involve a sense of urgency like police, fire, emergency medical services, a child being removed from their home by a child welfare organization, a person being apprehended under the Mental Health Act, or a school principle expelling a student.
