Barrie is evolving as a city and our policies need to evolve too. That's why the City of Barrie is embarking on a project to create a new Official Plan (OP)!

Phase 1: The new Official Plan and you

In order for the OP project and its outcomes to be successful, we need your input starting from the very beginning.

In order for the OP project and its outcomes to be successful, we need your input starting from the very beginning.

The first phase of the OP project is to provide you with the information you need to know about the Official Plan and how it impacts your life. We will also gather information on what your priorities are, which will become the basis for future public engagement.

Please review the Official Plan Pillars document to familiarize yourself with the project. This is our jumping off point to help define direction, opportunities and a long-term vision for the City. It explains more about what an Official Plan is, what it can be, and how we will work together to develop it.

About the Official Plan Project

The OP is the city’s overarching master plan that sets a vision of what Barrie will be in the next 20 years and guides development for that future. It integrates provincial legislation and policies with public opinion and all elements of the city (i.e. land-use, infrastructure, transportation, natural heritage and culture).

As part of this project, Planning Services will also be updating the Zoning By-law. While the Official Plan is the City of Barrie's overarching master plan to guide Barrie's development for the future, the Zoning By-law contains the nuts and bolts to implement the OP.

Official Plan Project Timeline

The OP Project is anticipated to take 18 months and will go through 6 phases before a new OP is completed. Please note: the timeline, themes and feedback opportunities could evolve as the project continues.

    Pillar 3 (Official Plan Pillars) is all about working together to meet our obligations to the Province and the interests of our community. The BIG QUESTIONS we need your input on are:

    • What can we do to embrace a variety of housing types and price ranges to provide more housing options in our city?
    • Where should we put our tallest buildings and most dense developments?
    • What can make our community more resilient to the impacts of climate change?
    • What can we do to prepare to accommodate a changing economy?

    Pillar 2 (Official Plan Pillars) discusses the need for the OP to integrate many aspects of city life in one document. The BIG QUESTIONS we need your input on are:

    • What does a well-connected community mean to you?
    • Who are the key players (both in the community and government) that need to work together to create and implement the new Official Plan?
    • It costs money to grow and it coasts money to maintain what we already have. How do we balance and pay for those expenses?
